The Presidents and the Controlled Release of Power

Before describing the technique for the controlled release of power, I would like to encourage all astrologers to consider it and the value to their own work that it represents. I have tried to present clear instructions and descriptions on how to work with the technique because it is essential to understand another side of our human makeup - the study of declination. Although the article is about the Presidents, when you understand how well this view works, you will want to explore the time of your own or others controlled release of power from the past or in a future transit.
THE TECHNIQUE
Ann Elizabeth Parker and Charles Jayne, two astrologers of great note, are no longer with us but have left a base of knowledge that is priceless. They used the system of transiting and natal declination positions to determine the outcome of presidential and gubernatorial elections. Back in 1984, Jayne told Ann that he found that transiting (not progressed) Saturn in declination was likely to be parallel or contra-parallel the birth Sun declination of the winning candidate.
Ann began her study using the technique with all the president's charts. Her extensive study resulted in substantial results that I will present here first in the current election and later, a full review of her work. In addition, one of her articles from 2002 will be added to my website in its entirety titled And the Winning Candidate Is… In the article Ann expands her thoughts and ideas as to the aspects and the way they affected the President during the term of office. Ann provides a list of the 54 elections with more detail of the 43 Presidencies.
Ann and I met and discussed her presidential study back in 2002 at the Florida UAC. She was a lovely lady, very well educated and with a strong interest in mundane astrology. Before the conference we had connected through my work with weather. During a very pleasant lunch meeting we shared techniques of our mutual mundane work. Ann's Millennium Journal article is featured on this website and to her credit she lectured and wrote several books.
DECLINATION
Declination is the measurement of the planet's position in degrees and minutes north and south of the equator. There are many interesting facts one can learn about declination, but for the purpose of this article, there are but a few simple points to understand in order to enjoy and use the information. Visual learning of declination is probably easier to learn than from books, however, I have presented the information as clearly and simply for all to enjoy and employ.
SATURN TRANSITS BY DECLINATION IN GRAPH FORM - 225 YEARS

When viewing the graph, what you are seeing is the model of a 30 degree graphic ephemeris with zero in the middle, representing the celestial equator. The yearly notation across the top takes the span of years from the birth of the USA to the year 2026.
The transiting Saturn clearly shows the highest degrees of Saturn north and south as well as the years when Saturn crossed the equator. The jagged line is reflective of retrograde periods. You may print and use the graph for reference.

Transiting Saturn is shown by degrees and minutes every 10 days for the current election season.
You may use the information to track the other candidates and also the selection of the candidates choice for the Vice Presidential position.
TECHNIQUE
Symbolically the Sun represents power and Saturn signifies control. The aspect of Saturn's transit relationship to the birth Sun, both declination positions, falls into one of the five categories as follows:
Ann's study defined common themes as to whether a President would have two terms, one term or difficulty in accomplishing goals because of congress or world situations at the time of the presidency.
In her article "And the Winning Candidate Is…", Ann lists the winners and losers of the presidential elections. A few of the winners included George Washington, Jefferson, Lincoln, McKinley and both Roosevelts; all having (the closest) transiting declination Saturn approaching their natal declination Sun degree. Another list included the winners having the contra parallel aspect. When the information was totaled in each aspect category she found that the first two aspects of Saturn approaching by parallel or contra parallel totaled 63%.
For the current election, both candidates have transiting Saturn separating from their natal Sun declination which is not a common theme over the years of elections. McCain's declination aspect is more likely to be favorable for him to win as it is a closer aspect than Obama's indicating that McCain's power should be stronger at the time of the election in November.
As Ann's study grew it was clear that more investigation of the Vice President's aspects would serve yet another purpose.
CURRENT ELECTION SEASON 2008
The technique is applied this year (2008) to the current candidates and a few of the other players in the primaries. The results should show which candidate will be closest to winning the election. Please understand that the technique is not a 100% guarantee of winning and that the information should be part of a larger study that includes other standard techniques. However, I think you will find merit in the study.
The applied technique is not dependent on the exact time of birth which should be an asset in determining its value. Focus on the degree of the natal Sun position in declination and the degree of transiting declination Saturn which is +5:57 on Election Day, November 4, 2008. Try to understand how Saturn aspects the natal declination Sun using the list of aspects. I've done the work in the list below for the candidates and for some of the more close contenders, plus an interesting view of Al Gore's aspects.
When the Vice President selections have been made, their aspects should be considered as well.
DEMOCRATS - The Democratic National Convention (DNC) will be held August 25-28, 2008 in Denver, CO.
FOCUS POINT: Election day Nov. 4, 2008 - Transiting declination Saturn will be at +5:57 degrees heading to the equator.
BARACK OBAMA
Natal Sun +17:02 degrees
Tr. Saturn +05:57 degrees - a separating parallel by 11 degrees. Saturn is in north declination but heading south, away from the Sun. McCain will have the same aspect but the separating degrees are far fewer, giving McCain the edge on winning the election.
Transiting Saturn was parallel Obama's natal declination Sun in August 2006. At that time he published the book The Audacity of Hope. Obama traveled to Kenya, his father's home country, where thousands lined the streets to greet him.
HILLARY RODHAM CLINTON
Natal Sun -12:16 degrees
Tr. Saturn +05:57 degrees - In June 2008, transiting Saturn was exactly and significantly contra-parallel to her natal Sun when she dropped out of the race. In the future, December 2012, March and September 2013 transiting Saturn will parallel her Sun.
JOHN EDWARDS
Natal Sun +23 degrees
Tr. Saturn +05:57 degrees separates from the natal declination Sun by 13 degrees, getting further and further away from the release of power aspect. Other presidential candidates were more likely to gain the nomination.
As an aside, the time of his publicized love affair in August 2008, transiting Saturn was at +09:51 degrees and was just leaving a parallel with natal declination Venus +10:25 degrees.
REPUBLICANS The Republican National Convention (RNC) will be held September 1-4, 2008.
JOHN MCCAIN
Natal Sun +09:18 degrees
Tr. Saturn +05:57 - At the time of the election in November, Saturn separates from the natal Sun declination by a few degrees and puts him in a position to have the 'controlled release of power' aspect affect his candidacy. The closer the aspect, at the time of the election, the more likely a win for the candidate.
UPDATE - October 12, 2008

certificate for John McCain giving a time of 9:25pm in Colon, PANAMA
The declination Sun position is only minutes away from the earlier
time of birth, making little difference in the analysis of the
aspects.
Natal Sun +9:09 degrees
Tr. Saturn +05:57 at the time of the election and still the closest
aspect between the two candidates.
Additional notes: It is at the end of August, 2008, the transiting Saturn will exactly parallel McCain's natal Sun and McCain will have the power aspect. At election time, the same aspect will be separating by 3 degrees and continues to move away from the natal Sun. Ann suggests that it is a time when power has peaked and passed.

According to Ann's research, there were only two other President's that were elected with the aspect of separation from the parallel - William Henry Harrison and Harry Truman. They both had transiting Saturn in a stationed position on their declination graphs. Truman eventually had to deal with the war with North Korea and Harrison died in office within a month. Therefore, the only history we can use in this study is that one President dealt with war and the other died in office. Using the Jayne-Parker technique may give us the information we need to determine the winner of the election and Ann has explored the effect of the aspect on many Presidencies that the reader may enjoy.
MIKE HUCKABEE - Dropped out of race March 4, 2008
Natal Sun declination +11:13 degrees
Tr. Saturn declination +11:35 degrees - Approaching a parallel at drop out time! The parallel comes back most of July 2008, and then separates. A close contender but no longer in the race.
MITT ROMNEY - Dropped out of the race February 7, 2008
Natal Sun declination -3:30 degrees
Tr. Saturn declination +10:51 degrees in February
Currently there is no aspect by degrees. Transiting Saturn in declination will parallel his natal Sun in November of 2010 - the controlled release of power, and again in March and August 2011. These should be important dates in his career.
JOE BIDEN - Dropped out of race Jan 3, 2008
Natal Sun declination -19:37 degrees
Tr. Saturn declination +10.00 degrees in January
Currently there is no aspect. Transiting Saturn will parallel his natal Sun in Nov. 2015.
ALBERT GORE - A Prominent Public Figure
Natal Sun declination +4:17
Tr. Saturn declination +5:57 At the time of the 2008 election Gore has the closest 'release of power' parallel aspect of all the candidates, but he is not running for office this year. Will he be a prominent participator at the DNC? The solar eclipse 9 degrees Leo in August falls in Gore's first house, a self made new beginning.
The exact parallel of transiting Saturn to the natal Sun occurs early September 2009. We can anticipate his controlled release of power at this time. Yet, transiting Saturn will move on without lingering to mark the power aspect.
PROGRESSED MOON IN DECLINATION (pdMoon)
Before learning of Ann Parker's work with transiting declination Saturn, working with the position of a progressed Moon in declination over natal declination planets became a significant part of my forecasting techniques. The progressed Moon in declination (pdMoon) moves in specific patterns or cycles during the lifetime of any individual. Again, exact time of birth is not required to glean useful information.
On a single sheet of paper, the pd Moon glides over one's life illuminating and triggering life events. The pdMoon has an appearance that is akin to waves on the ocean with crests and troughs, each one revealing the dates of major turning points in one's life, about seven of them over a natural lifetime.
The technique is tried and true. After observing hundreds of graphs, I developed a good sense of the turning points and what can actually be experienced by the individual. The full description of the pdMoon graph would be another very long article and I reserve a place in your curiosity to provide more information on the technique. For this article I am going to include the position of the pdMoon for the two current presidential candidates.
Examples:
GEORGE W. BUSH
In the election year 2000 for G.W. Bush, it was easily seen that, if elected, Bush would be engaged in war. At that time, Bush was in a more favorable position by his progressed Moon in declination than Gore. I would also add that the transiting Saturn in declination was approaching Bush's natal declination Sun - it seems he would be unbeatable.
An approaching parallel from Saturn to the natal Sun results in two term Presidents, according to Parker.
Bush's pdMoon was on the equator in 2000 which suggests a change in his relationships, people coming in and also leaving his life. It is a simple interpretation, but meaningful since it happened.
At the time of the 2000 election, Gore was approaching a progressed Moon in declination at the southern maximum in his natal declination graph. A simple explanation for this position is that this particular turning point, in my experience, has seen people leave the existing routines of life only to disappear from the usual social scene, sometimes for years. This was very true for Gore. He emerged with a newly developed path in life as southern declination seems to be a place to redevelop oneself.
SENATOR JOHN MCCAIN - Progressed Moon in Declination Position.
His pdMoon in November 2008 is at four and a half degrees south declination, a position that is just pulling away from the equator. The Moon moves closer to a southern maximum declination at the time that a second term would begin. This movement is similar to Bush's pdMoon at the time of his election.
The pdMoon next parallels natal Saturn, then the ascendant and progressed Saturn during the first term of the presidency should he be elected. When the pdMoon was in this same position previously by declination, McCain was elected to the U.S. House in Arizona.
SENATOR BARACK OBAMA
His pdMoon in November 2008 is at 15 degrees south, having just come out of a turning point in the last few years. Historically, when Obama's pdMoon was in this same position by declination in April 1981, Obama transferred to Columbia University.
Using a graph for 80 yrs, turning points can last from 3 to 5 years of life. Therefore, his progressed Moon is currently heading north which is usually a time to more fully develop what was learned when the pdMoon made the transition through the south maximum position. It is a time in life that can be described as a coming out party. The pdMoon next parallels natal and progressed Neptune at summertime 2009. Neptune often is a nebulous state of mind with this progression. The same progression has historical value in one’s graph, and during 1982, Obama's father returned to Kenya and saw him only once more before dying in an automobile accident in 1982.
